Allow me to add to Mr. Roscow's comments in requesting your position of (1) when the No Build option will be allowed for discussion, (2) who will be involved in this exercise, (3) who will make the final decision and (4) what criteria will be used to make that decision.

It is also appropriate to add that the holding up the No Build discussion itself is a factor in the delayed completion of the Study, as this is a critical component of the process. Therefore, the earlier we can discuss the No Build option, the further we can progress on the Study, and the faster we can resolve the matter for many Citrus residents who are "in limbo", as the Chronicle editorial has alluded.
