Dear Mr. Gibilaro,

You had explained:

This infers that the Federal Highway Administration selected the "Build" option for the Suncoast Parkway 1, and that was how that road came to be built. In other words, FHA was the final authority which made the decision to "Build" the Suncoast Parkway 1 on its current alignment. Is that the case?
