This does not address my question, which is: Did the FHA select the Build option for the Suncoast Parkway 1, as your note inferred:

Why was it up to the FHA if no Federal Funding for Suncoast 1 came from FHA?

If the FHA is the authority making this decision, then the BOCC would have no real decision-making power as regard Build or No Build. Please clarify this very important point in a straight forward manner. A Yes or No would suffice.
