Please clarify what I see are only 2 paths possible:

1. At the time 4(f) Applicability was filed, FTE has no intention of requesting Federal Funding. The question then is: why file for 4(f) at all?

2. At the time of 4(f) Applicability was filed, FTE intends for the 4(f) applicability filing to be the precursor work for Federal Funding request. In this case, it's simply a small technicality of WHEN funding will be requested and not IF funding is requested, is that correct?

My question, to clarify this point is: What is the purpose of FTE's filing of the 4(f) Applicability determination?
