I'd like to add some additional clarification to my previous question about US-19 and FIHS to make sure I've adequately explained my request for information.

This is in reference specifically to your explanation that:

"The Suncoast 2 would serve as an intercity link whereas US-19 has changed from that role to one serving comparatively short local trips oriented to shopping and personal business"

1. How did the Suncoast 2 come to "supercede" US-19 on the FIHS plan to serve as the intercity link? What meetings were held by which group to make that determination?

2. Who made that decision to "swap" the purpose of those 2 roads (as specifically related to their roles in the FIHS system). This change of role in effect makes a proposed road (Suncoast 2) the key player in the FIHS system, although it is only proposed, and removes from an existing FIHS road its responsibility as defined by the FIHS charter. If this is not an FDOT official decision, when was this announced to the public? If it is not an FDOT decision, whose decision was it?

3. When was it decided that US-19's main role would be to serve "short local trips oriented to shopping and personalbusiness". This is a shift in its designation as an FIHS road, so there must have been a deliberate decision to make this significant change in the role of this road on the FIHS. Was there a meeting when this significant change in the role of US-19 discussed? Who were there at the meeting and how was the decision (on which basis, using which supporting evidence) finally reached?

4. Was this decision made with the approval of the FDOT, the Florida State Legislature (because the decision changes the purpose of an FIHS road), and the Citrus County Board of County Commissioners?

5. Is taking US-19 out of the picture as a road with the purpose of providing "intercity link" (per FIHS) may have ramification to Citrus County's Comprehensive Plan and for the tax payers of the County. For example, if US-19 will serve primarily for local traffic, will funding related to FIHS improvements coming now from the State of Florida still be available to it, although its primary role is NOT to enhance the FIHS system, but to serve the local traffic of Citrus County? Has this change in the status of US-19 been discussed with the Citrus Board of County Commissioners?

I was under the impression that roads on the FIHS plan have the very specific purpose of providing intercity/interstate flow throughout Florida. If that status is changed for US-19, a road on the FIHS, then there must have been procedures and documentation related to that re-classification. Please forward to me those related documents to clarify this issue for me.
