The following is a summary of the substantial comments received in response to the public hearing held on February 6, 1997 at the Citrus County Armory. This summary is the result of a thorough review of the written comment forms received and of the oral comments made during both the formal and informal parts of the meeting, taken from the official meeting transcript. In preparing the summaries, an assignment of the general feeling towards the project was made for each comment form or oral speaker, broken down into the following categories:

No Stated Opinion - did not indicate a build or no-build preference. Opposed with No Comments - unqualified opposition to entire project. Opposed with Comments - qualified opposition to entire project. Grudging Acceptance - unhappiness with project, but unconditional acceptance. Qualified Acceptance - agreement with project that displeasure with a specific detail. Unqualified Support - support for project with no qualification or local concerns.

A content analysis was also conducted to identify specific issues that were raised. Frequencies were assigned to each specific issue.

A separate analysis was conducted for the written and oral comments; the frequencies for the two were then combined into an overall summary.
